Seasoned Tactician lets you look at the top four cards of your library and arrange them in any order — meaningful library manipulation stapled to a 2/3 body for three mana. It's a niche role-player, not a staple, but in decks that care about the top of the library it earns its slot.

Seasoned Tactician is legal in Commander, Legacy, Vintage, and Oathbreaker, but it's a Commander card through and through. The formats where it's legal outside Commander are powered enough that a 2/3 with a tap ability reads as unplayably slow — no Legacy or Vintage deck wants this. In Commander, Seasoned Tactician finds a home in decks that exploit top-of-library order: Yennett, Cryptic Sovereign rewards odd-CMC topdeck manipulation, and any deck running Future Sight or Magus of the Future gets more mileage from knowing exactly what's coming. Outside those shells, it's too low-impact for a 100-card format where consistency is already a challenge.
