In Commander, Seal of Strength earns a spot only in decks that actively want enchantments in the graveyard — Siona, Captain of the Pyleas or Zur the Enchanter shells aside, it's too narrow to justify a slot over a piece of interaction or ramp. Pauper is where Seal of Strength has real history, slotting into Tortured Existence and threshold decks that turn graveyard count into a resource. Legacy and Vintage have access to it but have no reason to run it over faster or more versatile options. It's a niche tool that rewards the right shell and punishes the wrong one.
