Salvage Scout is a Commander card — full stop. The redundancy and graveyard loops that make it shine require a singleton environment where every artifact recursion piece matters and games go long enough to exploit a tapping one-drop. In Pauper it's legal but unplayed; the format's aggressive commons demand more immediate board impact than a 1/1 that asks you to hold up mana. Legacy and Vintage have it on the books, but no competitive shell wants a fair recursion creature when Lurrus of the Dream-Den and Goblin Welder exist. Commander is where Salvage Scout earns its slot, specifically in artifact combo decks that loop the same pieces repeatedly and need redundancy that doesn't cost a card.
