Salvage Drone is a one-mana 1/1 with Ingest and the ability to loot by paying one blue and discarding it — niche self-mill/discard payoff material at best. It's too slow and too small to matter in any powered context, and the Ingest mechanic rarely generates enough advantage to justify the slot.

Salvage Drone is legal everywhere but Standard, and in no format is it a serious consideration. In Commander, it occupies the narrow lane of budget Dimir graveyard decks that need cheap looting bodies — functional, but easily outclassed by Hedron Crab or Thought Scour for pure mill, or Merfolk Looter for repeatable looting. In Pauper it's similarly overshadowed; one-mana blue creatures with enters-the-battlefield or repeatable effects are better picks for any tempo or mill strategy. Legacy, Modern, and Pioneer simply have no shell where Salvage Drone is the correct card.
