Rowen draws you a card whenever you play a basic Forest, turning every land drop into card advantage as long as your deck is built to support it. Five mana is a real ask, but in green decks that fetch and ramp aggressively, Rowen pays for itself within a turn or two.

Commander is where Rowen lives — green landfall and land-fetch strategies are everywhere in the format, and a deck running Cultivate, Kodama's Reach, and a dozen basic Forests will draw multiple cards off Rowen in a single turn. Legacy technically allows it, but the format moves too fast and offers too many stronger draw engines for a five-mana enchantment that requires a specific land type to function. Vintage is the same story in a more extreme form. Oathbreaker can support Rowen in the right green shell, but the singleton pressure on basics makes consistent triggers harder to guarantee.
