In a four-player game, targeting the most threatening opponent's board for six mana is a reasonable rate, and the spell scales up sharply in any deck that can copy or recur it. In 60-card formats — Legacy, Modern, Pioneer, Standard — it's legal but essentially unplayed; six mana to bounce one player's permanents is far too slow when games end on turns four or five and opponents aren't accumulating sprawling boards. Oathbreaker is the one other format where it sees occasional play, since planeswalker-centric games can produce the kind of permanent-heavy boards that make the mass bounce worthwhile.
