The cost is real: you also return a land you control, which punishes you hard if you're not already enchantment-flooded enough to exploit the loop. In Tatsunari, Toad Rider builds and Sage of Hours packages that need the same enchantment hitting the battlefield repeatedly, that downside becomes the engine.
