In Commander, Rhystic Tutor is the weakest tutor slot in black — three mana for a search that any opponent can blank with two mana is a real liability in a format where players routinely leave mana open. Legacy and Vintage have access to it in theory, but Demonic Tutor and Vampiric Tutor make it irrelevant in any competitive context where unconditional tutors are legal. Oathbreaker shares Commander's multiplayer dynamic, so the same liability applies there — at least the faster pace means opponents have less spare mana early, which is the one environment where Rhystic Tutor occasionally resolves cleanly.
