In cEDH specifically, it sits alongside Vampiric Tutor and Demonic Tutor as a defining piece of black's tutor package. In Legacy and Vintage, Wishclaw Talisman is legal but rarely sees play because those formats have faster, unconditional options at the same or lower mana cost with no strings attached. Modern and Pioneer decks haven't found a home for it either — tutors in those formats generally need to hit the battlefield immediately or cost very little, and a talisman that hands over a permanent is too slow for tempo-driven environments.
