In Legacy and Vintage it's legal but essentially invisible; the formats move too fast for a colorless artifact that needs a token board to already exist before it does anything. Oathbreaker shares Commander's multiplayer DNA and can support it in the same shells, but the smaller deck size and tighter win conditions mean it shows up only in dedicated artifact builds.
