Commander is where Saheeli, Radiant Creator does her best work — artifact-heavy shells give her enough targets to generate value every turn, and the combo ceiling is high enough to justify the slot. Legacy and Vintage allow her legally, but five mana and a need for board setup make her too slow and too fragile against the interaction density in those formats. Oathbreaker is the other format worth noting, where she can serve as a signature-spell-enabled value engine in a lower-power pod.
