Reef Worm turns every removal spell aimed at it into a problem — die as a 1/1, replace it with a 3/3; die again, get a 6/6; die a third time, produce a 9/9 that draws a card when it dies. The cost is four mana for a 1/1 body that does nothing the turn it enters, which means it needs a shell that can protect it or exploit the death triggers repeatedly — Enduring Renewal loops and Adrix and Nev, Twincasters doubling every token that pops off are exactly that shell.

Commander is where Reef Worm actually lives — the format's slower pace gives it time to die and re-die, and the multiplayer threat density means opponents are incentivized to kill it, which is exactly what you want. In Legacy and Vintage it's technically legal but unplayable; a four-mana 1/1 with a conditional payoff doesn't compete with those formats' speed. Reef Worm is not legal in Pioneer, Standard, or Pauper, which covers the formats where incremental value creatures see casual competitive play. Oathbreaker is a reasonable home if your planeswalker supports a token or sacrifice theme, but the smaller deck size and tighter game length mean the full chain rarely completes.
