Recycle replaces your entire hand with one card per turn and halves your maximum hand size — the upside is that every spell you cast replaces itself immediately, turning your deck into an engine that never stalls. The cost is real: you're one bad draw or one Psychic Miasma away from being empty-handed, so this card belongs in decks built to empty their hand fast, not goodstuff piles that want to hold up interaction. Damia, Sage of Stone erases the downside almost entirely, which is why that pairing is the canonical home.

Damia, Sage of Stone's triggered ability refills your hand to seven at the start of your turn, which means Recycle's reduced hand size cap is functionally irrelevant — you draw up to seven, cast spells, replace each one immediately, and end up back at seven before your turn ends anyway, creating a card-draw engine that costs nothing beyond the initial six mana.

Recycle is legal in Commander, Legacy, Vintage, and Oathbreaker, but in practice it's a Commander card through and through. Legacy and Vintage have access to faster, cheaper card engines — Necropotence, Rhystic Study, and raw draw spells — and at six mana Recycle can't compete on those timelines. In Commander, the slower pace and higher starting hand size make the six-mana investment survivable, and commanders like Damia, Sage of Stone or high-volume spell-slinging generals can weaponize the per-spell replacement clause in ways that 60-card formats simply don't support.
