Commander is where Rebellion of the Flamekin actually belongs — Elemental tribal commanders like Omnath, Locus of the Roil or Horde of Notions immediately turn every non-Elemental creature into a tribal member, collapsing the usual tension between synergy and goodstuff picks. In Legacy and Vintage it's legal but irrelevant; no competitive shell wants to spend three mana on a subtype grant when those formats close games on turn one or two. Modern has the density of Elemental payoffs to theoretically support it, but the lack of a broken engine to exploit the grant means it stays a casual novelty there. Oathbreaker mirrors the Commander verdict — tribal Elemental planeswalker strategies get real mileage out of it.
