It earns its slot in Ashling, the Limitless builds and anywhere Jegantha, the Wellspring is floating around as a companion, but outside Elemental tribal it has almost nothing to offer.

Ashling, the Limitless runs an Elemental tribal engine, and Horde of Notions is the recursion engine that keeps it fueled — once Elementals start hitting the graveyard through combat or sacrifice loops, Horde lets you replay the best ones without touching your hand.

Commander is the only format where Horde of Notions is worth serious consideration — it wants an Elemental-dense shell, a commander that justifies the five-color commitment, and enough ramp to make the activated ability live before the game ends. In Legacy and Vintage it's legal but sees no meaningful play; a 5/5 for five with a slow recursive ability doesn't compete at those power levels. Modern is the same story: the rate is fine but the payoff is too slow and too tribal-specific to find a home in a competitive metagame. Horde of Notions is a Commander card through and through, and even there it's a role-player, not a headliner.
