In Commander, Ray of Distortion is outclassed by nearly every white removal spell in its category — Disenchant, Sundering Growth, and Generous Gift all cost less or do more. Pauper is the one format where the card sees any legitimate consideration, since the commons-only card pool thins the competition and instant-speed enchantment removal has real value. In Legacy and Vintage, the effect is too slow and too narrow to register. Ray of Distortion is a card you run when you've exhausted better options, which in Commander essentially never happens.
