In 1v1 formats like Modern, Pioneer, or Legacy it collapses to a two-mana-equivalent effect — you hit one opponent for 2 and draw one card, which is simply not competitive rate against the threats those formats present. Pauper is the one non-Commander format worth a second look, since life-drain and card advantage are harder to come by at common, but even there the ceiling is low without multiple opponents. Stick to Commander.
