Rampant Rejuvenator is a Commander card through and through — the payoff for its ETB scales with the land counts typical of 40-life, 99-card games, where ten-plus lands in play by turn five is realistic. In Legacy and Vintage it's technically legal but completely irrelevant; four mana for a creature that doesn't affect the board immediately is nowhere near those formats' power thresholds. Oathbreaker can extract some value from it in +1/+1 counter or Hydra builds, but the games are shorter and land counts lower, so the ceiling is lower too. Treat it as a Commander-exclusive piece.
