Phantom Train is legal across every major constructed format, but it doesn't show up in any of them outside Commander. Five mana for a 3/3 that pings and makes a Treasure is too slow and too low-impact for Legacy, Modern, or Pioneer, where that slot demands an immediate game-warping threat. In Commander, the calculus is friendlier — the Treasure accelerates your next turn, the damage pings down a planeswalker or softens a blocker, and sacrifice synergies give the body a second use. It's still a niche role-player rather than a staple, but Commander is the one format where it earns consideration.
