In Commander, Ramosian Lieutenant only does meaningful work in dedicated Rebel tribal shells built around Lin Sivvi, Defiant Hero — outside that tribe, four mana to tutor a creature at sorcery speed is simply too slow for a 99-card singleton format. Legacy sees fringe Rebel combo play where the chain of search effects can lock opponents out with Chill or Cho-Manno's Blessing, though the deck is far from competitive. Pauper is the most relevant non-Commander home, where the Rebel toolbox is legal and the one-mana-at-a-time search chain actually competes with the format's slower blue control and black removal suites.
