Ramosian Lieutenant card art
Ramosian Lieutenant is a two-mana 1/1 that taps to fetch a Rebel from your library onto the battlefield — a built-in tutor stapled to a creature. The cost is speed: the activated ability costs four mana and is sorcery-speed, so it rewards slow, grindy games far more than it does anything fast.

In Commander, Ramosian Lieutenant only does meaningful work in dedicated Rebel tribal shells built around Lin Sivvi, Defiant Hero — outside that tribe, four mana to tutor a creature at sorcery speed is simply too slow for a 99-card singleton format. Legacy sees fringe Rebel combo play where the chain of search effects can lock opponents out with Chill or Cho-Manno's Blessing, though the deck is far from competitive. Pauper is the most relevant non-Commander home, where the Rebel toolbox is legal and the one-mana-at-a-time search chain actually competes with the format's slower blue control and black removal suites. Vintage and Legacy legality are academic — the card sees no play there. Ramosian Lieutenant is a narrow tribal piece, and every format reflects that.

$0.12 bulk tier

At $0.12, Ramosian Lieutenant is deep bulk — you're paying for cardboard, not demand. It holds that floor indefinitely barring a surprise Rebel reprint in a precon that generates tribal interest, so there's no reason to hesitate picking up copies for a Lin Sivvi build.
