In Commander, Cho-Manno's Blessing earns its slot almost exclusively in Aura-matters builds, most visibly Light-Paws, Emperor's Voice, where the counter-stacking trigger compounds quickly enough to close games. In Pauper it's legal but faces stiff competition from protection Auras that cost one mana and don't ask you to name a color on entry; the ceiling is lower without an engine commander to chain it. Legacy and Vintage allow it, but neither format has meaningful Aura synergy shells that want a two-mana enchantment that generates incremental counters, so it doesn't see competitive play there.
