In Commander, Chill is a hate piece you include specifically because your meta is red-heavy — Krenko, Mob Boss, Prosper, Tome-Bound, and similar high-frequency red casters will hemorrhage tempo against it. In Legacy and Vintage, where red rituals and fast burn are format pillars, Chill has historically seen sideboard play as a way to drain storm and burn out of resources. It's not legal in Modern, Pioneer, Standard, or Pauper, so competitive relevance outside eternal formats is zero. Oathbreaker mirrors Commander in context: viable when your pod runs red, irrelevant otherwise.
