Raka Disciple trades a tap and a mana for a single point of damage — a rate so far below the floor that it barely registers as a game action. Outside of very specific Minotaur tribal payoffs like Sethron, Hurloon General, there is no Commander shell that wants this effect.

Raka Disciple is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but legal and playable are different things. In Pauper, one damage for one mana and a tap is unacceptably slow against aggressive commons. Legacy and Vintage have access to every efficient burn spell ever printed, making Raka Disciple invisible in those formats. Commander is the one context where tribal synergies can manufacture extra untap steps and make the ability fire more than once per turn, but even there the card competes against actual Minotaur payoffs and loses most of that competition.
