Ragemonger is a Commander card through and through — Minotaur tribal has no meaningful presence in competitive 60-card formats, so Legacy, Modern, and Pioneer eligibility is functionally irrelevant. In Commander, it's a two-mana do-nothing that becomes a two-mana engine the moment your deck has six or more Minotaurs to cast, which any dedicated tribal build will. Outside of Sethron, Hurloon General, the card sees almost no play, and that's appropriate — the effect is narrow by design.
