Commander is where Changeling Outcast does its real work — the combination of one mana, unblockability, and every creature type covers an enormous range of tribal and evasion-dependent strategies. In Pauper it sees play as a cheap evasive threat that happens to satisfy tribal synergies at common. Legacy and Vintage allow it but the bar is too high for a 1/1 with no immediate impact, so it barely registers outside niche Ninja shells. Changeling Outcast is absent from Pioneer and Standard, which cuts off the widest casual audiences, but given how Commander-centric its appeal is, that loss is minimal.
