Changeling Outcast is a one-mana black creature that can never block and can't be blocked — its value isn't on defense, it's on evasion and every creature type simultaneously. That type-line is the whole point: commanders like Haakon, Stromgald Scourge and Gonti, Night Minister treat it as a perfect-fit puzzle piece, not an afterthought.
Best Commanders
Commanders with the highest synergy

Gonti, Night Minister
Gonti, Night Minister triggers off creatures entering the battlefield under opponents' control or being sacrificed, and Changeling Outcast's guaranteed unblockability means it connects every combat to keep the engine feeding itself.

Nalia de'Arnise
Nalia de'Arnise cares about Rogues, Fighters, Clerics, and other party-relevant types — Changeling Outcast counts as all of them simultaneously, making it the easiest possible way to max out the party count on turn one.

Rev, Tithe Extractor
Rev, Tithe Extractor rewards you for creatures with specific types entering and leaving play; Changeling Outcast's universal type-line means it satisfies whatever condition Rev, Tithe Extractor is checking at any given moment.

Yuriko, the Tiger's Shadow
Yuriko, the Tiger's Shadow needs cheap, evasive Ninjas to ninjutsu in and connect — Changeling Outcast is a one-mana unblockable Ninja, which is about as clean a fit as the deck can find.

Gix, Yawgmoth Praetor
Gix, Yawgmoth Praetor draws cards when creatures deal combat damage to opponents, so Changeling Outcast's permanent unblockability turns it into a reliable one-mana draw trigger every single turn.

Commander is where Changeling Outcast does its real work — the combination of one mana, unblockability, and every creature type covers an enormous range of tribal and evasion-dependent strategies. In Pauper it sees play as a cheap evasive threat that happens to satisfy tribal synergies at common. Legacy and Vintage allow it but the bar is too high for a 1/1 with no immediate impact, so it barely registers outside niche Ninja shells. Changeling Outcast is absent from Pioneer and Standard, which cuts off the widest casual audiences, but given how Commander-centric its appeal is, that loss is minimal.

unknown tier
Changeling Outcast has no current price on record, which typically means it's widely available in bulk at well under a dollar. Given how many Commander decks want it — Yuriko, the Tiger's Shadow alone has nearly 31,000 registered builds running it — picking up copies now before a reprint spike makes sense at essentially no financial risk.
