In Modern and Pioneer, the competition is brutal: three-mana instants need to either win the game or stop one, and picking two minor effects doesn't clear that bar against fast linear decks. Legacy and Vintage have the same problem at higher velocity, and the card sees no meaningful play there. Quandrix Command is a Commander card through and through, and it doesn't pretend otherwise.
