The cost is five mana and zero immediate board presence, which keeps it out of most lists except those built around ping-redirection commanders like Ghyrson Starn, Kelermorph, where its replacement effect turns every blocked 1-damage hit into a denial engine.

Commander is the only competitive home for Protection of the Hekma. The effect is narrow but the card is legal across Legacy, Modern, Pioneer, Vintage, and Oathbreaker — it's just that none of those formats run it, because a five-mana enchantment that blanks 1-damage sources doesn't pressure the board fast enough to matter in 1v1. In Commander, the math changes: three opponents means three sources of potential chip damage, and decks built around Ghyrson Starn-style ping manipulation actually want this effect badly enough to pay five for it.
