Harmless Offering exists to gift Demonic Pact to an opponent after you've already used three of its four modes — a three-mana sorcery that wins the game on the spot in the right shell. Outside that specific line, it's a niche piece with almost no other application, and Blim, Comedic Genius does the same job at the command zone for free.

Harmless Offering is legal across competitive formats but sees essentially zero play outside Commander — the Demonic Pact combo requires too many setup pieces and too many turns to assemble in Legacy or Modern, where the game is over before the line resolves.
