Harmless Offering is legal across competitive formats but sees essentially zero play outside Commander — the Demonic Pact combo requires too many setup pieces and too many turns to assemble in Legacy or Modern, where the game is over before the line resolves. In Pioneer and Standard it's technically playable but competes poorly with faster, more flexible win conditions. Commander is where it actually functions: multiplayer politics give the Demonic Pact line enough runway, and donation commanders provide the shell that makes the card a genuine threat rather than a novelty.
