Prohibit counters any spell with converted mana cost 2 or less for two mana — clean, unconditional within its range, and good enough to run in formats where cheap interaction matters. In Commander, where the most dangerous early plays (Sol Ring, Arcane Signet, Cyclonic Rift's overload is too expensive, but Demonic Tutor and Counterspell itself both fall inside the window) frequently cost two or less, that range is more relevant than it first appears.

In Commander, Prohibit earns its seat by blanket-countering the two-mana spells that define early game tempo — tutors, mana rocks, cheap removal — without any targeting restriction. Pauper is its best format: at common, two-mana hard counters are a premium resource, and Prohibit slots cleanly into any blue control shell that wants redundancy beyond Counterspell. In Legacy and Vintage the CMC ceiling is simply too low to justify it over Force of Will or Mana Drain, so Prohibit doesn't see competitive play there. Modern has largely the same problem — the format's threats routinely cost three or more, and better cheap counters exist.
