Priority Boarding is legal in Commander, Legacy, Vintage, and Oathbreaker, but its competitive ceiling lives almost entirely in Commander — the 100-card singleton format gives dice-roll and token-attack synergies the critical mass needed to make a one-mana haste enabler worth a card slot. In Legacy and Vintage, the effect is simply too narrow; those formats want unconditional haste on creatures themselves or don't need the power boost at all. Oathbreaker could make use of it in the right signature-spell shell, but the same dice-roll commanders that justify it in EDH are the homes worth building around.
