Primal Empathy is at its best in Commander, where creature power totals run high, games go long enough to draw three or four cards off a single enchantment, and the card-advantage margin matters. In Modern and Legacy the effect is too slow and too conditional — two faster decks will close the game before you trigger it twice, and competitive creature suites don't reliably dominate the board on your upkeep. Pioneer is similarly hostile for the same speed reasons. Oathbreaker can squeeze value out of it in the right creature shell, but Commander is the clear home.
