Planar Outburst is a Commander card through and through — five mana is acceptable in a 40-life multiplayer format where board states get out of hand, and the land fetch is a meaningful upside when games go long. In competitive formats like Modern or Legacy, it simply costs too much; Wrath of God and Damnation do the same job for four mana without the conditional rider. Pioneer players have access to it but rarely reach for it when Farewell and Supreme Verdict exist. Oathbreaker shares Commander's pace, making it a reasonable include there in the right shell.
