Pious Interdiction is a four-mana Arrest that tacks on two life — functional removal that answers any nonland permanent but costs a full turn and does nothing to clear the board. In most Commander contexts, four mana for a single-target enchantment-based removal effect is too slow and too fragile to justify a slot.

In Commander, four mana for an aura-based lockdown is a liability — enchantment removal is common, and losing your removal piece to a Disenchant sets you back two cards. In Pauper, the calculus is more forgiving: the card pool shrinks, enchantment removal is less ubiquitous, and the incidental life gain can matter in a damage race, giving Pious Interdiction its only real competitive home. Legacy, Modern, Pioneer, and Vintage all have cheaper and more reliable answers that make this irrelevant.
