Four mana is the honest cost, and it pays for itself within two or three creature ETBs; in Bello, Bard of the Brambles and similar token or creature-flood shells, that happens fast.

Path of Discovery is a Commander card through and through — the payoff scales with the number of creatures you play in a single game, and Commander's longer game length and creature-heavy strategies give it the room it needs to generate real value. In Modern and Pioneer it's simply too slow; four mana for a do-nothing enchantment that requires additional creatures to function won't survive in efficient, interactive environments. Legacy and Vintage are legal but irrelevant — the card doesn't approach the power threshold those formats demand. Stick to Commander, where creature-flood and token strategies make every explore trigger meaningful.
