Pain Distributor is a Commander card through and through — passive life-drain from an ongoing board effect needs a multiplayer table and a long game to matter, and the treasure theme it punishes is overwhelmingly a Commander phenomenon. In Legacy and Vintage it's technically legal but entirely unplayable: one-on-one games rarely generate the volume of opponent treasures needed to justify a three-mana do-nothing creature, and those formats kill on turns where Pain Distributor hasn't dealt a single point of damage. Oathbreaker shares Commander's multiplayer DNA and could theoretically support it in a treasure-heavy shell, but the faster pace compresses the window. This is a card you sleeve into a 100-card singleton deck and nowhere else.
