In Commander, Pack Rat is at its highest ceiling — 40 life and multiplayer politics give you time to activate two or three times, and Rat tribal commanders turn it into a primary win condition. In Legacy and Vintage it earned genuine tournament respect as a discard outlet that can close games by itself when opponents stumble, though faster combo environments have pushed it to the fringe. Modern and Pioneer are too efficient to let a two-mana creature demand three-mana activations at sorcery-speed scale; it sees fringe play at best in those formats.
