Oracle's Vault card art
Oracle's Vault turns four brick counters into a free-cast engine that bypasses mana costs entirely — the payoff is enormous, but you're looking at four turns of tapping before it fires. In a commander like Rocco, Street Chef, where cheap permanents accumulate quickly, you can cheat counters onto it and get to the free-cast window ahead of schedule.

Oracle's Vault is a Commander card through and through — the four-activation ramp-up is tolerable in a 40-life multiplayer game where you have time to set up, and the indefinite free-cast engine it becomes is worth the wait in slower, value-oriented pods. In competitive Legacy, Modern, or Pioneer, it's unplayable; four turns of tapping a four-mana artifact while your opponent curves out is a non-starter in any 20-life format. Oathbreaker occupies a middle ground: the format is faster than Commander but the power ceiling is high enough that Oracle's Vault can find a home in dedicated superfriends shells willing to protect it.
