One-Eyed Scarecrow locks down flying attackers for three mana, taxing anything with wings that wants to swing at you — a niche defensive effect on an otherwise vanilla 1/4 body. Outside of a dedicated Scarecrow tribal shell or a deck that specifically fears evasive aggro, the effect is too narrow to justify the slot.
