Olivia's Wrath is a Commander card — full stop. The five-mana cost and tribal restriction are tuned for multiplayer, where wiping three opponents' non-Vampire boards for one card is an enormous tempo swing that would be too slow or too conditional in one-on-one formats. Legacy and Vintage have it on the books as legal, but no competitive deck there wants a five-mana sorcery with a tribal rider when unconditional sweepers cost less and do more.
