Norn's Wellspring is a Commander card, full stop — its payoff scales directly with how many Phyrexian creatures your deck is producing and sacrificing, which only a focused 100-card build reliably provides. In Modern or Legacy, three mana for conditional scry-and-draw doesn't clear the bar when faster, unconditional draw exists at one or two mana. Pioneer has the same problem: the card requires a dedicated Phyrexian creature engine to generate more than one or two triggers per game, and that engine doesn't exist in a competitive 60-card context.
