Commander is where Niv-Mizzet, Parun lives — the singleton format gives it a clear role as either a combo commander or a powerful value piece in the 99 of any Izzet or five-color deck. In Legacy and Vintage, six mana is too much for formats defined by one- and two-mana interaction, and far better blue-red options exist at lower costs.
