Necromancer's Stockpile is Commander-first through and through — the effect scales with the density of Zombies in your deck, and 99-card singleton Zombie tribal lists provide exactly that density. In Legacy and Vintage it's legal but essentially invisible; those formats have faster, less creature-dependent engines and no reason to invest two mana in a tribal enchantment.
