Commander is where Zul Ashur, Lich Lord actually belongs — the effect is incremental enough to reward the long game that multiplayer provides, and the 40-life format gives you enough time for the token engine to generate real advantage. In 60-card formats like Modern and Pioneer, it's too slow and too fragile at three mana for an effect that requires other Zombies dying before it does anything; aggro and midrange decks will kill you before the recursion loop pays off. Legacy and Vintage have the power density to ignore it entirely.
