Necromancer's Covenant is a Commander card front to back — six mana is fine in a 40-life multiplayer game where opponents have had turns to fill graveyards, and the lifelink anthem sticks permanently on every Zombie you control. In Legacy and Vintage it's technically legal but unplayable; those formats want interaction at one or two mana, not a six-mana enchantment that does nothing until it resolves. Oathbreaker is the one other format where it could see fringe play inside a dedicated Zombie shell, but the 20-life clock makes the lifegain less impactful than it is in Commander.
