Mystic Decree turns off all flying permanently — every creature loses flying, islandwalk becomes unblockable in the process, and the battlefield fundamentally reshapes around it. It costs four mana at enchantment speed, so it's slower than a wrath, but unlike Island Sanctuary it doesn't protect you from one angle — it grounstops the entire table.

Mystic Decree is legal in Commander, Legacy, Vintage, and Oathbreaker, and it's essentially a Commander card — the eternal formats have more efficient disruption and no multiplayer environment to exploit a permanent flying ban. In Commander, it slots into blue control and pillow-fort strategies that want to neutralize aerial threats from multiple opponents at once without spending repeated removal. The islandwalk clause is a real bonus in any deck running Island-heavy mana bases or Merfolk synergies, converting an already disruptive enchantment into a one-sided evasion engine.
