Commander is where Moxite Refinery actually earns its slot — the 100-card singleton format gives it enough artifact-dense shells to land in, and the slower pace of a four-player game lets the incremental counter engine come online before anyone answers it. Legacy and Vintage allow it but the card is too slow and conditional for either format's threat density; no competitive pilot is registering it. Oathbreaker is a reasonable home if the planeswalker and signature spell support artifacts, but the smaller deck size makes it less consistent than Commander.
