Moonveil Regent is a Commander card — the multicolored-matters trigger lines up cleanly with the format's naturally high density of gold spells, and four mana is a reasonable curve slot in a 100-card deck. In Modern and Pioneer it competes with cheaper, more resilient threats and sees essentially no competitive play; casual kitchen-table brews are its ceiling in those formats. Legacy and Vintage have no interest in a four-mana 4/4 with a conditional draw trigger. Stick to Commander, specifically spell-slinger or multicolor-matters builds where Moonveil Regent can fire its ability two or three times in a single turn.
