Mirari turns every instant and sorcery you cast into a two-for-one — at the cost of three mana upfront plus two mana per copy, which means it needs a high-volume spell deck to justify the six-mana entry. In slower, spellslinger Commander shells it overperforms; in something like Varragoth, Bloodsky Sire where you're mostly tutoring and attacking, it sits idle and does nothing.

Mirari is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but it only sees real play in Commander. In Legacy and Vintage the six-mana investment is a non-starter — those formats end before Mirari connects. Modern has enough cheap interaction to keep it from mattering. Commander is where Mirari earns its slot: the longer game gives it time to generate recurring value, and copying a Torment of Hailfire or Comet Storm at the right moment can end the game on the spot.
