Canal Dredger puts the bottom card of your library into your hand at the end of each turn — every turn, not just yours — which in a 100-card singleton format is a repeatable, if slow, way to recur key pieces opponents can't see coming. The four-mana 1/5 body is irrelevant; you're paying for the ability, and compared to something like Varragoth, Bloodsky Sire it's a bargain in raw dollar terms, just not in speed.
