Mine Excavation returns any permanent from your graveyard to your hand — the conspiracy mechanic just means its name changes to whatever you named at the start of the game, which is irrelevant for most purposes. Two mana for unconditional permanent recursion is a real rate, but there are cleaner options that don't require draft-table bookkeeping.

Mine Excavation sees essentially no competitive play in Legacy, Vintage, or Modern, where two mana to recur a single permanent is too slow and too narrow against the available alternatives. In Pauper, it occupies a niche as cheap common recursion, but Auramancer and Resurrect handle most of the same work without the conspiracy overhead. Commander is where Mine Excavation is most plausible — graveyard recursion at instant speed for any permanent is genuinely flexible — but even there it competes against Regrowth, Reclaim, and Eternal Witness, all of which are cheaper or come stapled to a body.
